By origin country
Popular retirement-property routes depend on where the buyer is from.
These are practical research routes, not official rankings or limits. Anyone may look almost anywhere, but immigration status, banking access, sanctions, healthcare, tax residence, language and foreign-ownership rules decide what is practical. Origin-country popularity is messy because some datasets count citizenship, some count birthplace, some count tax residence and many miss seasonal retirees. Use UN migrant-stock data, official visa pages and current country-specific expat reporting before relying on any popularity claim.

Foreign ownership
Can you buy land, a house, or only a condo?
Rules change, exemptions matter and buyer status can decide everything. Use these as starting links, then get local legal advice before signing anything.
Foreigners can generally own condominium units only within the 49 percent foreign quota in a registered condominium building. Land ownership is heavily restricted.
New ZealandUsually restrictedOverseas people usually cannot buy a house or land. Some visa holders or Australian/Singaporean buyers may qualify, often with consent or conditions.
AustraliaApproval and temporary banForeign persons generally need approval, and established dwellings are generally banned from 1 April 2025 to 31 March 2027 unless an exception applies.
CanadaFederal ban to 2027Canada extended the federal prohibition on purchase of residential property by non-Canadians to 1 January 2027, with exemptions.
PortugalCheck visa and tax statusForeigners can generally buy, but visa, tax residence, rental licensing, IMT, IMI and local planning still matter.
SpainCheck taxes by regionForeign buyers can generally buy, but transfer tax, VAT, local rules, rentals and tax residence vary.
MexicoRestricted-zone checksCoastal and border property often needs a fideicomiso or other permitted structure. Local legal advice is essential.

Tax residence
The cheap country may tax you once you stay long enough.
Many countries use day-count tests around 183 days in a tax year, but rules differ and treaty tie-breakers can matter. Some tax worldwide income once you become resident; others tax only local-source income or offer special retiree/foreign-income regimes. Always check both the new country and the country you are leaving.
Count days, arrival/departure rules, split years, habitual abode and centre-of-life tests before assuming a short stay is tax-neutral.
Foreign incomePensions and overseas incomeCheck whether pensions, superannuation, Social Security, rental income, dividends, capital gains and trusts are taxable locally.
TreatiesDouble-tax agreementsTreaties can change which country taxes pensions, capital gains, property income or employment income, but paperwork still matters.
Special regimesForeign-income regimesSome places have flat-tax, non-dom, pensioner or territorial regimes. They often have deadlines, exclusions, wealth taxes or reporting traps.
EstateInheritance and gift taxCheck forced heirship, estate tax, gift tax, probate, local wills and cross-border ownership before putting family money into property.
LeavingExit taxes and home-country rulesYour original country may keep taxing you, deem disposals, restrict pension payments or require departure filings.
Property costsLocal rates and holding costsProperty tax, council rates, condo levies, wealth tax, vacancy tax, nonresident surcharges and rental licensing can outweigh cheap purchase prices.
